Inspection Levels

 The Complexity of a Commercial EPC is designated by Level 3, Level 4 and Level 5. Level 3 and Level 4 buildings may both be assessed using the simplified building energy model methodology. The assessor will advise what simple measures you can take to see immediate improvements in cost-efficiency and in the effectiveness of your systems, which will also help to reduce your carbon footprint. There are three accreditation levels for inspectors, Level 3, Level 4 and Level 5: 
Level 3
Level 3

Level 3 buildings include frequently occurring characteristics such as simple heating systems, simple natural ventilation and small comfort cooling systems. Level three does not require the candidate to demonstrate competence in new build.

Level 4
Level 4

Level 4 are all buildings that have any heating, ventilation and air conditioning services that are not defined in the ‘frequently occurring’ list. In practice the following would be classified as level four heating, ventilation and air conditioning:

Level 5

Level 5 is for larger buildings that are complex in design or shape.

These may include buildings such as skyscrapers or shopping centers that have atriums, automatic blind control, ventilation with enhanced thermal coupling to structure, etc.

Commercial EPC inspections promote energy efficiency and reduce carbon emissions, ensuring compliance with regulations. 

All buildings that are for sale of lease. The reports are valid for 10. This needs to be completed to comply with regulations.

Measurements will need to be taken and data collected relating to heating, ventilation and cooling systems along with material build and structure.  Access to all areas is required to complete the assessment and therefore the assessor may need to be accompanied by a site manager if necessary.

Also a full floorplan if possible. If not a picture of the building, the size of the building in square meters or feet, number of floors, number of rooms and what the building is being used for.

Local authorities (usually by their Trading Standards Officers) are responsible for enforcing the requirements relating to Commercial EPC Assessment reports. There is a penalty for failing to have an Energy Performance Certificate. You can be fined between £500 and £5,000 based on the rateable value of the building if you do not make an EPC available to any prospective buyer or tenant.
